C.D. was a son of William C. and Elizabeth Ann (Harvey) Neely, who were married 24 December 1845 in Morgan County, Missouri.

He first married Elathear Bridgen Smith, daughter of Reuben A. and Elathear Bridgen (Edwards) Smith. She was an orphan who had lost her mother shortly after her birth and her father as a result of service in Capt. Paynter's Company A, 6th Missouri Calvary Volunteers at the outbreak of the Civil War. She was living with her grandfather, Rev. Obadiah Smith, when he was shot and killed at his own home by geurillas posing as Union troops on 18 April 1863. Since her grandmother Katherine Hartman Smith was already dead and her other grandparents, Micajah and Mathilda (Poor) Edwards, had fled the fighting in Cedar County, she was put into the care of her uncles John O. Smith and Dr. Peter B. Smith.

C.D. and Elathear were parents of 10 children: Elizabeth, who married Jasper Allen Vaughn and died of Typhoid fever four months after her mother in 1900; William who died in infancy; James Edward, married to Iva Frances Parrish; Claude, husband of Jessie Clopton; Thomas Arthur, married to Mary Frances Ainsworth; Oliver Perry, husband of Elsie Nora Worthington; Dock Talmadge, who married Alva Lorene Messick; Reuben A., husband of Vernie Ethel McMillan; Lawrence, who married Zelma Ann Simpson; and William McKinley, husband of Mamie Ethel Messick.
